Writes a full attribute.
參數
- xmlwriter

僅用於過程調用。resource 是被修改的 XMLWriter 資源。此資源來自對 xmlwriter_open_uri() 或 xmlwriter_open_memory() 的調用

The value of the attribute.
Return值
如果成功則回傳 TRUE，失敗則回傳 FALSE。
